Torne, Carles Fernandez

Dr. Carles Fernández-Torné is a Lecturer at the Blanquerna School of Communication and International Relations, Ramon Llull University, where he teaches International Law, Human Rights, and Conflict Analysis. He also serves as Director of the Official Master’s Programme in Advanced Studies in International Affairs (MASIA) and is an Associated Expert on Dealing with the Past at Swisspeace.

 His research lies at the intersection of peacebuilding, transitional justice, and international human rights law. It focuses on the role of transitional justice in addressing legacies of mass violence and preventing future conflict, with particular emphasis on the impact of truth commissions, the contribution of transitional justice to conflict prevention, and the application of transitional justice frameworks to colonial legacies.

 In collaboration with the United Nations, Dr. Fernández-Torné has conducted research on education, hate speech, and atrocity prevention, contributing to UNESCO’s Addressing Hate Speech Through Education (2023) and the United Nations Secretary-General’s report on genocide prevention (2019). He has also supported the UN Special Rapporteur on the promotion of truth, justice, reparations and guarantees of non-recurrence in developing normative guidance on addressing colonial legacies through transitional justice (2021).
